there is also the added factor that such persons are

if they do not pay the very high, estimated arbitrary bills that
they were given by EKEDC.

their buildings which said electricity meters are still working very well
is “legalized” … if it is ?

Your Royal Majesty, Queen Elizabeth 11, please permit me at this juncture to detail a brief background history of how things got this far in Nigeria
.. especially for the purposes of those who might either not be familiar with Nigeria
or
may not have been following developing trends in the electricity sector in Nigeria.
Your Excellency, Queen Elizabeth 11, it would appear that
● Nigeria used to have a federal government of Nigeria agency / parastatal called the Power Holding Company of Nigeria ( PHCN ) which was responsible for generating electricity for Nigeria and distributing such/this generated electricity across Nigeria.
● this agency/parastatal used to be called National Electricity Power Authority of Nigeria ( NEPA ), however, at some point, some entities felt, for whatever reasons may have best known to them, that the name of the agency / parastatal should be changed and so a name change was effected.
● the agency used to be somewhat fairly effective
.. even if not the best in any way at all ..
in carrying out it’s functions of generating electricity for Nigeria and distributing such/this generated electricity across Nigeria.
however, at some point, Your Royal Highness, Queen Elizabeth 11,
particularly after
the 1989 de-valuation of the Nigeria national currency – the Naira
and
it’s multifarious self-evident negative impact[s] on the dynamics of the Nigeria socio-economy,
it’s services began to go down hill
and
power outages / power black-outs began to more experienced increasingly across Nigeria
and also increasing became, more or less, the norm and the general pattern of things.
● in view of the observation that the services of PHCN ( formerly called NEPA ) had gone down-hill, Nigeria decided to bring in private sector players into the function of generating electricity for Nigeria and distributing such/this generated electricity across Nigeria.
● these private sector players are/were called ELECTRICITY DISCOS,
the term DISCO there being a shortening of the term
DISTRIBUTING COMPANY
and so, in fact,
the name ELECTRICITY DISCO actually means ELECTRICITY DISTRIBUTING COMPANY.
● the ELECTRICITY DISCOS have been in operation since October?, 2014 and have therefore, in effect, been responsible for distributing electricity across Nigeria for all of ( 2021 – 2014 = ) 7 years now.
● the ELECTRICITY DISCO in charge of distributing electricity for the MAKOKO / SABO / YABA areas of Lagos State, Nigeria is called EKO ELECTRICITY DISTRIBUTION COMPANY OF NIGERIA PLC ( EKEDC )
Your Royal Highness, Queen Elizabeth 11, this company i.e EKEDC has followed a procedure of giving out estimated bills to users of electricity who are,
amongst identifiable groups that have received such estimated billings,
either
● occupants of buildings with no pre-paid, digital, electricity meters
or
● occupants of buildings with no electricity meters at all
or
● occupants of buildings in which there are analogue? post-paid electricity meters but the meters are not functional
Your Highness, the self-evident truth is that
occupants of such buildings in Lagos State, Nigeria have no problems or issues whatsoever with a company or any business person or any business entity giving out bills i.e
billing for it’s/his/her services and/or products
as it is only fair after-all that
if one provides a service or a product
as a business and/or commercial venture
and
persons use one’s service or product,
then such users of one’s products and services should pay
for such use of those products / services.

the issue with EKEDC has been that
EKEDC GIVES VERY HIGH ESTIMATED BILLS TO VIRTUALLY EVERY ONE WHO DOES NOT HAVE THE NEW PREPAID ELECTRICITY METERS
and, Your Excellency, that term “ EVERY ONE ” there includes
● occupants of buildings where there are functional older-type, post-paid, analogue? electricity meters that are still working very well.
the observation, Your Excellency, about the ESTIMATED BILLS by EKEDC include that :
● these bills are arbitrary
● these bills are not based on any scientific measurement procedures known to mankind
especially as
the EKEDC is not known to send any of it’s engineers or technicians to visit a building and take an inventory of the equipment there based on which some form of estimation of the occupants’ usage of electricity may be arrived at before giving out an estimated bill.
EKEDC just summarily send out bills containing any figure they wish as the electricity charge to all occupants of buildings with no digital? PRE-PAID ELECTRICITY METERS every month
● the estimated bills are high .. extremely very high ..
and are sometimes as high as, for example,
N53,000 a month
or
N115,000 a month
or
N69,000 a month
or
N78,000 a month
for a flat i.e an apartment in a residential building
WHERE THERE IS NO INDUSTRIAL EQUIPMENT OR ANY FACTORY.
Your Royal Highness, such high scientifically base-less arbitrary bills are viewed by many persons as being :
● outrageous
● parasitic
● predatory
● malevolent
● extractive
● extractionary
● wicked
● unfair
● insensitive
● in-appropriate
and yet despite the many complaints of Lagos State Nigeria residents
whose buildings are locationed / located within the area of the ambit of operation of the EKEDC against these un-fairly high and extremely high estimated bills by EKEDC,
EKEDC continues to give out arbitrary high estimated bills
with the accompanying threat?
and
the ACTUAL EFFECTING of
DIS-CONNECTION of all occupants of all such buildings from the EKEDC ELECTRICITY GRID if they do not pay the very high, estimated arbitrary bills that they were given by EKEDC.
a sad and unfair fall-out of this, Your Excellency, is that
occupants of all such buildings
.. badgered? .. bullied? .. intimated? .. coerced? ..
.. oppressed? .. harassed? .. suppressed? ..
by? the EKEDC?
are left with NO CHOICE and NO ALTERNATIVE than
to pay the high, arbitrary, estimated bills
even though they believe that the bills are
● outrageous
● parasitic
● predatory
● malevolent
● extractive
● extractionary
● wicked
● unfair
● insensitive
● in-appropriate
just so as to avoid
being DIS-CONNECTED from the EKEDC ELECTRICITY GRID
and thus plunged into darkness and lack of electricity in their buildings.

HAVE APPLIED FOR THE DIGITAL PRE-PAID ELECTRICITY METERS
AND HAVE,
for reasons best known to EKEDC,
NOT RECEIVED i.e NOT BEEN GIVEN ANY PRE-PAID METER
despite the reality that some ( or more correctly many ) of these applicants have made the application for years in some instances and for several months in other instances.
Your Excellency, there are ,in fact, actually horrendous rumours circulating which suggest that some applicants for the PRE-PAID METERS ( have ) actually made PAYMENTS for the meters along with their applications
and
YET,
very? wickedly ?
very? unfairly?
and outside all known norms of
fair practice,
fair business practice,
corporate best practice procedures,
internationally,
DESPITE and INSPITE OF
collecting all these monies for payments of pre-paid electricity meters from such people,
EKEDC has not given them pre-paid electricity meters
despite the happenstance that they have made payments for
the purchase????? of the pre-paid, digital, electricity meters
alongside their APPLICATION(S) for the PRE-PAID METERS
for (many?) years now in some instances
and
for several months now in other instances.
