a couple of minutes ago or thereabouts
and some stuff turned up
and the stuff seems to vary in some dimension(s) from
some stuff i have posted here at our blog
going by rumours
and
going by memory which was not ascertained to serve correctly
with the passage of time
according to Wikipedia :
the Second Tier Foreign Exchange Market ( SFEM ) was a
second official foreign exchange market in Nigeria
that opened in September 1986
and was effective until middle of 1987.[1]
The market window was open to both Nigerians and foreigners
and the initial plan was to find a market rate for the naira.
A first tier market was operated by the government
for debt servicing and servicing public sector letters of credit[1]
yeah.

my memory has apparently not served correctly
as it had put the First Tier and Second Tier foreign exchange markets
at 1989
whereas Wikipedia says clearly and specifically that
the Second Tier foreign exchange market
opened in September 1986
and was effective until middle of 1987.[1]
so, yeah, really,
a thing about rumour(s) is that by it’s name and it’s very nature
there is no guarantee that
it contains any iota of fact at all
and
a thing about human memory is that
it generally tends to fade or blur with the passage of time
and it thus loses the precision of accuracy with the passage of time
in any case,
