GUARANTEED TO ACHIEVE
MAXIMUM POSITIVE RESULTS
WHEN
APPLIED UNIVERSALLY / EMPIRICALLY
IN
ALL COUNTRIES OF THE WORLD
i.e
IN EACH AND EVERY COUNTRY IN THE WORLD
AND
THAT THE
APPLICABILITY
OF EACH SYSTEM
AND
THE SUCCESS OF THAT APPLICABILITY
IN ANY SINGLE INDIVIDUAL COUNTRY
IS
DEPENDENT
ON A NUMBER OF FACTORS
WHICH VARY
IN IMPORT AND LEVEL OF IMPACT
FROM ONE COUNTRY TO ANOTHER
AND
THAT THESE FACTORS
INCLUDE

(1) The General Attitude and Approach of Persons In That Country .. especially the key figures in Government and the Private Sector .. to Investment, Development, Economic Progress, Infrastructure Development, etc

very simply, for example,
if the key figures in GOVERNMENT
are not straightforward folks and GOVERNMENT earmarks $2,000,000 to build Universities in every city in that country they will probably embezzle.. steal .. thief .. or divert most or all of the money into their personal pockets and nothing or little will get done.
similarly, if for example,
THE WORLD BANK or IMF pays contractors in that country $2,000,000 to build bridges and roads and expressways in every nook and cranny of that country, if those contractors being PRIVATE SECTOR figures are not straightforward folks they and their accomplices ( .. and thus protectors? in the government of their country ) will probably embezzle.. steal .. thief .. or divert most or all of the money into their personal pockets and nothing or little will get done.
thus CHARACTER ATTRIBUTES like INTEGRITY,
PERSONAL INTEGRITY,
HONESTY,
INDIVIDUAL HONESTY play a key pivotal role
