the ELECTRICITY IS OFF for 20 hours and more
out of the 24 hours in a day.

is that a recommendation of high efficiency for the Electricity Distributing Company ( Electricity Disco ) responsible for the provision of electricity for the Sabo, Yaba Area ?

 is that a demonstration of high performance by the Electricity Distributing Company ( Electricity Disco ) responsible for the provision of electricity for the Sabo, Yaba Area ?
