i mean, let’s get down to the basics.

what is the parameter .. if it is only one parameter .. for assessing and/or measuring the level of development of a nation or a country or a people ?

also,
what are the parameters .. if there is more than one parameter .. for assessing and/or measuring the level of development of a nation or a country or a people ?

and,
if there is more than one parameter, among the identified parameters, which ones are the most important i.e which ones take precedence on a scale of priority / value / importance ?

and,
placing them in order of importance / priority say,
for example,  
1 to 3 or 1 to 5 or 1 to 10,
with the most important / most critical being Number 1 and the next most important being Number 2 and so on and so forth in that order,
which parameter is most definitely on average .. i.e taking a mean .. the most important ?

let’s look at this together.

it will be completely stupid to say that it is ONLY ONE parameter that is or should be used to assay the level of development or otherwise of a nation / country / people.
so let’s forget that silly suggestion completely.

OK.
if we are agreed that it is MORE THAN ONE thing/parameter that is or should be used to assay the level of development or otherwise of a nation / country / people,
can we try and identify what those parameters are or should be ?
and place them in an order of priority / importance with the most important ones taking precedence in our listing ?

clearly, different folks will list different items and prioritize them differently based on their own individual understanding and their own individual value systems.

however, if we look at all the identified parameters and assess them objectively
from a view-point of universality i.e
from a view-point of empirical application i.e
from a view-point of  applying them to all known countries / nations in the world
and
see-ing / checking if the list / suggestions work there [ ie in all of them ] and how well they work in each one,
then we can invariably arrive at which parameters are / should be the most important for assessing and/or measuring the level of development of a nation or a country or a people
taking all the countries in the world into consideration.

some folks would probably list
EDUCATION, GENERAL EDUCATION of the society and in particular EDUCATION OF AS MANY AS POSSIBLE ( if possible 70% or more ) TO TERTIARY LEVEL as a KEY PARAMETER for assessing and/or measuring the level of development of a nation / country / people.

some folks would probably list
THE LEVEL OF TECHNOLOGY of the society and in particular THE DOMESTIC MANUFACTURING CAPACITY / THE DOMESTIC PRODUCTION CAPACITY / THE LOCAL INDUSTRIAL PRODUCTION CAPABILITY as a KEY PARAMETER for assessing and/or measuring the level of development of a nation / country / people.
