THE GENERAL SOCIAL ATTITUDES of the society and in particular STUFF LIKE WOMEN EQUALITY / WOMEN OPPRESSION as a KEY PARAMETER for assessing and/or measuring the level of development of a nation / country / people.  
by this particular parameter a rich and wealthy country like SAUDI-ARABIA? Or the UNITED ARAB EMIRATES (U.A.E) may not rank as high as a less wealthy country in WESTERN EUROPE, for example, which places emphasis on WOMEN EMPOWERMENT and GENDER EQUALITY.

some folks would probably list
THE LEVEL OF APPARENT and VISIBLE POVERTY of the society and in particular HOW MANY PEOPLE IN THAT COUNTRY LIVE BELOW THE IDENTIFIED INTERNATIONAL POVERTY-MEASURING INDEX / INDICES as a KEY PARAMETER for assessing and/or measuring the level of development of a nation / country / people.  
by this parameter a country like NIGERIA
which boasts? of several millionaires and billionaires internationally and locally and
which earn millions of dollars currently and historically from the sales of stuff like oil and gas, etc
but
which is rumoured to have over 70% of it’s resident citizenry living on less than $ 01:00 a day ►►►

►►►will rate as a VERY LOWLY DEVELOPED NATION .. a VERY POORLY DEVELOPED NATION .. an UNDEVELOPED NATION .. an UN-DEVELOPING NATION .. an UNDER-DEVELOPED NATION .. an UNDER-DEVELOPING NATION .. a BACKWARD NATION .. a RETROGRESSIVE NATION.

THE GENERAL STANDARD OF LIVING OF THE PEOPLE in that COUNTRY and THE GENERAL QUALITY OF LIFE OF THE PEOPLE IN THAT COUNTRY and in particular the GRUESOME-NESS or OTHERWISE of THE QUALITY OF LIFE / STANDARD OF LIVING of the POOR PEOPLE IN THAT COUNTRY irrespective of the number of well-off persons that that country has as a KEY PARAMETER for assessing and/or measuring the level of development of a nation / country / people.

THE GENERAL LEVEL OF DEVELOPMENT OF THE HUMAN CAPITAL  in that COUNTRY and THE GENERAL QUALITY OF DEVELOPMENT OF THE HUMAN CAPITAL in that COUNTRY and in particular the NUMBERS OF PERSONS THAT HAVE BROKEN OUT FROM A MORE OR LESS NONDESCRIPT SORT OF EXISTENCE and ACHIEVED / ATTAINED HIGH ACHIEVEMENTS IN THEIR INDIVIDUAL AREAS whether SPORTS, BUSINESS, LAW, ADMINISTRATION, MANAGEMENT, SCIENCE, ENTERTAINMENT, ENGINEERING or WHATEVER as a KEY PARAMETER for assessing and/or measuring the level of development of a nation / country / people.

whatever the individual understanding and views of the folk(s) proferring an opinion may be, it is my view that it is

►INTENTIONALLY MIS-LEADING
►DELIBERATELY WICKED

to tell NIGERIA that
Nigeria has not invested in education ???
and that
Nigeria has not invested in the development of the human capital ??? and that
in so-doing, Nigeria has missed the mark ???
and will continue to miss the mark ???
by trying to put an emphasis on the DEVELOPMENT and MAINTENANCE of a WORLD-CLASS INFRASTRUCTURE and WORLD-CLASS UTILITIES
in the past?, now and  in the future.

and i stand to be corrected by anyone whosoever anywhere wheresoever
( ie. wherever ) in the world who propounds that
thesis? for impoverishment to and for Nigeria
and advocates that
thesis? for the lack of actualization of Nigeria’s self-evidently great historical, current and future potential to and for Nigeria.
