to be kept and maintained in a functional and efficient state
i.e in such a state that the

actually flow
and flow freely.



i guess this perception is based on the observation that
when it rains,
the rain-fall / rain-water gets into the

? gutters, gutter-ways, etc



and when the

are
? clogged up with debris,
? filled up with refuse,
? filled up and blocked with refuse, debris and junk

what it seems to be is that
when the rain-fall is not heavy
the superb sun here in Nigeria takes care of things
and dries up things nicely



however, if the rains are heavy,
since there is no real escape / outlet for the water it
